Synchronise All Accounts when Swiping Account List Down

Add sync_with_all option into configuration file. Use same syntax as desktop application. Default value should be the same as it is on desktop.
Add 'Synchronise with all' configuration option to account settings.
Implement all account synchronisation when swiping account list down.
