`syslog-ng` is stucked or crashed in 3.11.6-rc. Each time syslog-ng is restarted, only one message appears in `/var/log/messages` and then logs are not written anymore.
This is a content of `/var/log/messages` which looks like syslog-ng is in some crash loop:
