packets - New API proposal

Scatter/Gather I/O sendmsg() performance test. Compile with either -DSGIO or without.

I have postponed this as I researched more and would like to see something like 'state machine'-like processing and treating of packets as a buffer of bytes. This would make it always clear in what state are we in, what position are we in the packet, what have we parsed and overall centralized approach with single point of processing for each state. This would however require substantial paradigm shift in not only query processing, but also transfers and DDNS.
