RFC 8109: Priming queries are not implemented

Knot Resolver 1.3.2 is not doing priming queries as specified by Best Current Practice https://tools.ietf.org/html/rfc8109 . We should implement that before Knot resolvers gets massive deployment because it will be hard to update it later on.

Please see #230 (closed) before implementing this.

Additional notes:

  • maybe it makes sense not to limit default TTL for data from root
  • what happens if cache size == 0 or max TTL == 0? We should not create problems like the one described in this talk DNS Priming Queries 2017 from DNS-OARC 27
