remove contrib/job_manager

I suspect contrib/job_manager is no longer used and is just a dead code. It never really belonged to this project in the first place, so if it's unused, I'd remove it.

@ostava @vcunat These scripts were used in HTCondor cluster when running large respdiff jobs. Am I right that you're no longer using that and this code can be removed?
