Proper wireless interfaces capabilities detection

In current implementation, we mix detected capabilities with set of default capabilities based on standards.

However, this don't work quite well with optional capabilities (like VHT160), which we currently ignore.

Goal is to return actual detected capabilities instead of assumed ones.

It could be implemented either in foris-controller or turrishw.
