Foris testing notification is not send if news is not seleted

Detailed description

When the option to send notification does not include news, testing notification is not send via e-mail and so is useless to to test the e-mail configuration.

Unexpected behaviour

Testing notification does not send a testing e-mail

Expected behaviour

Clicking on "Send testing message" should send a testing e-mail. Testing e-mail should have 'reboot required' severity or otherwise "force" to send notification via e-mail.
