switch-branch: remove hack to reinstall all packages

This hack is no longer required given that it was needed because it was possible that in different branches there were packages with same version but different link dependencies. This is no longer the case. It is not that there couldn't be package with same version and different link dependencies, that can still happen, but updater now checks new field LinkSignature and that is not same given it being generated from link dependencies of package.
