Print some sensible message if package provides some package it depends on

If package both provides and depends on some package then it leads to following error:

[string "utils"]:177: bad argument #1 to 'ipairs' (table expected, got nil)

This is in updater v59.3

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
