Copy critical from request to plan

Also this causes behavior that if package is requested critically and is provided by some other package then package that provides it is critical in plan.

For now it's not used anywhere (with exception that packages in cyclic dependencies satisfying some other package also causes error). But in future it should be used as documentation states that we are trying to have those packages consistent as possible.
