[suggestion] explain (advanced) 802.1q protocol management (aka VLAN tagging) for DSA systems

With the arrival of TOS4.x DSA will be introduced and swconfig obsoleted. Upstream currently does not:

provide documentation on managing VLAN tagging for DSA systems
support advanced VLAN tagging with UCI, and subsequent
support advanced VLAN tagging via LuCI
