GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. lib/cache: relaxed API to allow other assets than RR

each asset is tagged by a byte defining its type and importance
this is a groundwork for negative cache and packet cache
abstracted the code in preparation for different backends
