Specify Data Storage Location

Added --conf-basedir and --conf-dir. Those command line options aren't supported by the portable build.

Also reading registry values ConfBaseDir, ConfSubdir and ConfDir on Windows. Registry values are ignored by portable application.

Registry values can be overridden by command line arguments.
