Disabling ANY queries for UDP.

- The information about transport method used must have been
  propagated into the nameserver functions. For now, it is
  transformed into information whether ANY should be checked.
- Setting TC bit for not allowed ANY queries.
- Skipping some steps if TC bit is already set in the packet
  (may be employed in other places as well).
