Signature lifetime lower limit has to be higher

Using 7201 seconds as the minimum makes no sense, since then all the server does (at least in the signing thread, which gets create every time) is signing. This is highly dependent on which zone is used, but nevertheless, the value should be higher. Just how much higher, I don't know. @mvavrusa @jvcelak @dsalzman @ondrej please discuss.
