Probably, it might have been misunderstanding on my part. Are zone events for old zone running during reload? There are two zone_t structures during reload from what I got.
No, they are not. The creation of new events is suspended. And the enqueued jobs in the worker pool are processed before starting the actual reload. See server_update_zones.
