Add a knotc command to just reconfig (config + new zones)

knotc reconfig would:

read new configuration file
update the zone list
add new zones
drop removed zones
it should not stat all existing zones

Resolved in #384 (closed): ~~knotc reload <zone> would:~~ * reload individual * knotc reload will still reload all
