Add a knotc command to just reconfig (config + new zones)

knotc reconfig would:

• read new configuration file
• update the zone list
• add new zones
• drop removed zones
• it should not stat all existing zones

Resolved in #384 (closed): knotc reload <zone> would: * reload individual * knotc reload will still reload all
