DNSSEC zones without policy fails to load with confusing error message

Those error messages are quite confusing as they don't say anything about DNSSEC policy - especially the error message about journal is very confusing.

The journal specific message was remove in e16594ba and new DNSSEC configuration is not susceptible to this error.
