keymgr import-bind without timers initiate rollover?

When importing keys without any timers in the private key file, knot sets all timers to zero and seems to immediately initiate a key rollover (for both KSK and ZSK). If the keys are prepared using dnssec-settime -f ("force update of old-style keys") everything seems just fine and the keys are used as is.

I'm not sure if this is a bug or a feature, any insight most appreciated.
