ci: packaging test for RockyLinux 8

waiting for a new apkg release, opening a MR so I don't forget (edit: ready to merge)

• Not directly related, but all pkgbuild jobs produce:

  WARNING: Starting with version 14.0 the 'build_script' stage will be replaced with 'step_script': https://gitlab.com/gitlab-org/gitlab-runner/-/issues/26426

In a similar spirit:

• pkgbuild jobs start without pkg/ and each creates the archive anew (visible in logs). I don't know why these artifacts don't get transported; perhaps it's about the child-pipeline thing.

FYI apkg-0.2.0 has been released with Rocky Linux support.
