python: manager/files: do not reload TLS certificate files if they do not exist

In pkg tests, sometimes TLS certs reload started, but the certs were deleted using the tls_cert_watchdog.sh to test recovery from deleted certs. This caused the reload and the test to fail. The existence of certs is now checked and, if necessary, an error is logged.
