pkg: rpm: package provides user/group

pkg-rpm-provides-user-group into master

Returning to the users/groups static creation from systemd's sysusers and declaring user/group provision in the package.

For now it is easier to use this simple fix because we have problem to make sysusers working in Alma9/10 (closes !1836 (closed)).
