ci: pkg: add openSUSE Tumbleweed

ci-pkg-opensuse into master
  • openSUSE pkg tests
    • Tumbleweed: Basically works. It only required installing the recommended dependencies in CI and disabling the excludedocs option during package installation.
    • Leap: Not added yet. It requires significantly more changes, especially for Python, since the system uses an older version (3.6).
  • pkg: rpm: added missing python3-jinja2 requirement
