ci: pkg: add openSUSE Leap 16

Unfortunately, there is no official package for Supervisor available on openSUSE Leap 16. I don't think the supervisor will ever appear in official packages. It can be added using the Python devel repository.

It’s not currently possible to build for Leap 16 on COPR, but it should be possible to add the Python development repository there.
