license cleanup

Licenses are the same, this is just a cosmetic change. Cleanup of license headers and related stuff should make it easier to find out what came from where. All bundled content is now marked with .spdx files to make it easier to find original source.

Also SPDX headers in source code should make it easier to grep for licenses and to create reports as necessary.
