GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. @tkrizek It is kind of surprising that extract-client uses seed based on time while limit-clients defaults to seed 0. I did not change that but it raises questions:

Is that intentional?

Why don't use 0 in both? extract-clients handles collisions just fine (I just tested that) and having easily reproducible result seems like better default to me.
