RFE: add lint command

Make it easy to run lintian/rpmlint/... on source packages and/or packages.

• support different linters through pkgstyle interface
  • support lintian in deb pkgstyle
  • support rpmlint in rpm pkgstyle
• create new lint command
  • lint source packages
  • lint packages
• return correct exit code on linting failures
