Add HaaS configuration

It is not technically Sentinel so I think it would be cleaner to create new module but because that does not exists it is here for now.

We need HaaS configuration. In general users has to set only one but most important value and that is token they get from https://haas.nic.cz/. It should be also somehow possible to disable HaaS.

  • Ability to disable and then enable HaaS proxy
  • Ability to set UCI haas.settings.token
