Implement ntfy backend

Basically just propagate UCI values settings.

Somehow I broke the tests, but not sure how and why and in general, I have no idea what am I doing 🤷 So can you please fix it and finish it? 🙏

Also I have no idea whether it is working, so basically this merge-request is just python code describing roughly what I want 😄
