GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. Please review your personal access tokens, project access tokens, and group access tokens to ensure you are aware of upcoming expirations. Administrators of GitLab can find more information on how to identify and mitigate interruption in our documentation.

It seems that armhf version for Fedora 35 is no longer available, but the latest version (in this case - 36) is available. Let's update it.
While at it, bump the oldest Fedora version, which we provide to 35. Because version 34 is already end of life

I checked the Jenkins of LinuxContainers and I see that armhf builds for 35 are no longer configured. See:
