Command failed: Not found reported from almost all packages on update to TOS 6.0

The error is generated from ubus call. The issue seems to be that procd stops talking to ubus and thus it is no longer possible to spawn any service.

There is just nothing on ubus and ubus reports that error. The effect is that services are not reloaded but also that any operation that ubus is required for just simply fails.

This seems like there was some ubus change that is not compatible or that there is some bug in procd that fails to reconnect to ubus.
