patches/packages: madplay: disable NLS

Josef Schlehofer requested to merge hotfix/madplay into hbk

Package madplay was present in OpenWrt 18.06, but with Turris OS 5.0 the package is gone. However, it is present in OpenWrt 19.07. Maybe the libiconv update, which I did and it is included as patch breaks it.

For now, just disable NLS and see what it does. There should be proper fix instead of this hack. It is just compile tested.
