NEWS: Prepare changelog for Turris OS 5.3.10

Josef Schlehofer requested to merge hotfix/5.3.10-initial-changelog into hbk

This is useful to us and even for community which version of Turris OS they are using in between multiple branches like HB{S,T,K}.

I am not sure if we want to mention somehow updated USB device database as it could lead to misleading like "What? There are new USB devices supported, I am going to try it!"
