mt76: Include mt7916 firmware in mt7915e package

Kernel module mt7915e is responsible for not only handling cards with 7915 firmware but it also handles cards that require 7916 firmware. Let's include the other firmware as well to support more cards.

Not sure whether to send it to 21.02 as it changes stuff and in OpenWrt master it is handled better.
