patches/packages/host-pip-requirements: update to latest PyPi packages

• Several python packages failed to build, as newer versions of some supporting packges were required.

patches/turrispackages: remove patch for turris-timezone l18n

• turris-timezone needs python l18n host package with python3 setup.

patches/openwrt: uboot-tools: fix compilation of 2023.04

• Tools should be configured with tools-only_defconfig as otherwise compilation will fail when trying to generate the bitmap logo.

patches/openwrt: odhcp6c: update export DUID patch for master/23.05

• Upstream commit bcd283632ac13391aac3ebdd074d1fd832d76fa3 added a new command line option (-K), that also changed the signature of the init_dhcpv6 method.
