GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. turris-webapps-netdata: restart lighttpd due to its changes

There is a file netdata.lighttpd and because of that, we need to restart
lighttpd to reflect those changes
