Data collection packages should reload firewall when installed/updated

All data collection packages inserting some firewall rules should reload firewall on install/update. This is to apply newly inserted rules as soon as possible.

We should check if there is a way to let procd trigger reload automatically when configuration changes.

Alternatively we can just add firewall reload to uci_default scripts or create some general approach to reload firewall service once all packages are updated/installed.
