Draft: updater-ng: Staged updates

Michal Hrusecky requested to merge feature/staged into develop

Spread updates across the routers so not everybody will update on the day of the release. Spreads the load on the servers and if some serious bug passes through all the testing, less routers will be affected.

Not to be merged right now! Requires changes to the sign tool. But as the consequences are potentially huge, let's discuss it beforehand.
