The way python host dependencies are handled changed in upstream. So we need to drop HOST_PYTHON3_PACKAGE_BUILD_DEPENDS variables and specify the packages in proper depends variables as package_name/host.

Since it has been a long time since we dropped this package the makefile was depracated. The new Makefile uses pypi for downloading the package and updates the version to reforis-distutils 0.1.1.
