Drop userspace_time_sync

This is pretty old package that is no longer installed on any router in TOS 4.0+.

Time synchronization is done now by openwrt script. It might not be exactly this way but it does not seems to be needed anymore.

This is also somewhat weird. It updates RTC every hour. We have pretty good RTC chips with small time drift. This is definition of overkill.
