haas-proxy: add missing dependency and improve init\

This on top of adding missing dependency also modifies init script for haas-proxy. There are no default values provided by configuration for respawn so don't expect them and also redirect output to syslog so we know what is going on.

This is problem introduced in TOS 5.0+ so I am going to revert this commit for TOS 4.x with patch.
