Knot resolver fix problem with DoT forwarding

This PR fixes the problem with forwarding in knot-resolver v4.3.0. It introduces a patch that enables use of hack for policy related to https://gitlab.labs.nic.cz/knot/knot-resolver/issues/205#note_94566. It also fixes rpcd services which now returns IP address as an array.

Note: Tested with https://www.dnsleaktest.com
