WIP resolver-conf: split dynamic domains script to separate package

This PR splits resolver-conf package to resolver-conf and resolver-conf-dynamic-domains package

The reason for this is, that we can separate python3 dependencies.

It also adds menu and new config option for unbound and knot-resolver so it can be build without resolver-conf-dynamic-domains
