tos3to4: send notification about completed migration

tos3to4 is removed in last step of migration. That is ideal place to send notification that migration was successful. This is to just inform user that everything went all right.

That message also contain some generic list of changes. It is at the moment more about what we removed but let's hope that first point is the most important one.
