Draft: CTI fixes

Currently not tested, as far as experience goes, we will rewrite it from scratch several times anyway, so let's start with discussions and test it later. Goal is to add to CTI list CTI contract package as we have for shield and trigger nor-update fix on all CTI routers. Don't have the lists updates yet.
