start-indicator: disable restart of service

Karel Koci requested to merge bugfix/start-indicator-restart into develop

This service should not do restart but on update we perform it. It is minor tweak but it removes unnecessary operation during update.

This also cleans this package a bit. The postinst and prerm scripts are not necessary. The service management is done right now by default implementation. The conditions were also tweaked a bit.
