Draft: pakon: Update to latest version and split from Foris

Latest changes in PaKon makes it separate web app independent of Foris.

This depends on releasing new version of PaKon that is being reviewed right now (turris/pakon!10 (merged) and turris/pakon!11 (merged)). Currently untested as a package, might need some slight adjustments. Not to merge before testing after those request are merged. Starting merge request early as this way I can have part of the discussions done before the other discussions are done :-)
