cert-backup: refactor and well define

This is complete refactor of cert-backup. It should be in behavior same as previous version but code should now be clearer and some cases when it fails might be removed.

I hope that this should fix: https://gitlab.labs.nic.cz/turris/turris-os-packages/issues/374

This also moves code from turris/misc> repository to this one.
