lighttpd: update to upstream 1.4.63

lighttpd: update to upstream 1.4.63

Note: in Jan, long-deprecated modules will be removed from lighttpd, as noted in https://github.com/openwrt/packages/pull/17013 lighttpd will also default to using pcre2 instead of pcre.

For this MR, I have left the dependencies using pcre, though in upstream openwrt, pcre2 is now used with lighttpd 1.4.62.
