pkglists/net_monitoring: do not install librespeed on turris1x

librespeed is not available on Turris 1.X, so when a user had the netmetr option enabled on their Turris 1.X router, then librespeed would try to get installed with the Turris OS 6.3.0 release and the install would fail.
